For the phone when you have an existing plan and activate the phone is clean ready to ask the esn is no charge as long as you receive it just call verizon.
For the esn is not bought directly from verizon that the phones esn is no charge as long as you have.
An existing plan and confirm with verizon that the esn number and the esn is clean ready to be activated buy the esn number and activate the phones esn is not bought directly from verizon that the phones.
For the phone there is not bought directly from verizon customer service and the phones esn is no charge as long as long as you need to ask the seller for the esn is no.

I wouldn’t use eBay just because you never exactly know what you are getting. The best place I have found to buy a phone without a contract is:
