How does eBay and other shopping sites update their shipping calculators?

Do eBay and other shopping sites use third party software or other help?
What I mean is how does eBay update its shipping calculator to match the rates of the shipping services they offer when UPS and USPS ups their rates. Do they have their own programmers that do that, use third party software, or use other help?

    On Ebay, the seller determines the shipping price. Others, like Amazon ship UPS, Fed Ex, etc. and those services have set rates determined by package weight and maybe even for the distance.
